Instead HW brought the UN into the crisis and ensured there would be no effective conclusion. They were planned, but couldn't be funded without Federal Gov't money. Thus, little was being done on most of the projects. Besides that, not all of the stimulus money was directed toward shovel ready projects - read the link and educate yourself.
