No useful purpose is served by using a word or a phrase to mean something different than what everyone else understands it to mean.

No credible source considers a mass shooting to be any fewer than three or four people shot. You're trying to force the phrase to mean something that nobody understands it to mean, in order to intentionally push a false narrative.
