Pondering here. What would it take to get a 90% turnout at the voters booth?

I as thinking maybe a military draft of 20-80 years old. Maybe a military take over of the government, and force people out into the streets with threats.

Maybe turn off all media in America for a week before they vote.

Any thoughts on what it would take to get Americans to vote?
