Well, that's how it'd be were the process of administrative requests and grants of them between jurisdictions and the federal government discretionary matters. By and large, once Congress has appropriated funds for a given class of expenditures, such requests work on the "ask and, provided you've met the objective administrative requirements, you shall receive, for if you don't ask, you won't receive" model.

I agree with the Administration. This was a very flawed ruling. The courts cannot stop approved spending and it is in the Presidents authority to withhold funds from entities that are not obeying the law.
