As far as I can tell the HOUSE DISTRICTS are gerrymandered. The senate can't be gerrymandered because there's only one district, which is the state.

If that were the case, 50% of all districts would be represented by independents. It's designed to maximize the districts one party wins and minimize the districts the other party wins.
