The bible is a canonized summary of books (that's why it's called the book of books). This yet existing books were accepted as authentic writings. The First Council of Nicea, which was initiated from emperor Constantin, who needed a common source for the monotheistic religion within the roman empire - made practically only a table of contents, the biblical canon. And Constantin was by the way also not a Christian. Empress Fausta, his wife, the daughter of emperor Maximian, was a Christian. Under Constantin the bible was "only" canonized.
