Probation, prison, and schools for problem children need to keep people coming to them. The US probation and parole system are so corrupt and eager to violate people for little things to keep them on the roles indefinitally that some prisoners would rather finish their time in prison than to even think about parole or probation.

Mississippi is worse. They got caught racially profiling black students and jailing them for things like dress code violations.
