These two anti missiles systems are on Russian military property and operated by Russians, not by Assad's forces, so they will have no relevance to Israel's operations against the transfer of advanced weapons to Hezbollah. Had Russia turned them over to the Assad regime, they would have already been destroyed since they represent a threat to civilian air traffic in Israel.
