Is the book "Atlas Shrugged" being played out in real time?

withdrawal of all the men in society who have the money and who have the knowledge of how to run a successful business.

This seems to be what's occurring right now.
No it isn't crazy bags. Nobody is "withdrawing" anywhere.

No, charities are terrible for actually accomplishing anything.
Taxes are the correct way, because they can create institutions like free college tuition, vocational training, public health care, etc.
You dodged the question about how much you give to support others. I'd wager it's nothing and you are one of the parasites whom lives off of others.

"Charities" can be very personal and effective.

My wife lived in another nearby state back in the early 1980's and her husband then (long ago divorced) worked in construction with another guy building homes. That other guy, John, started a business later on in the 80's making prefab trusses for homes and smaller business construction.

When we met with them a couple years ago when they were traveling through here, John let me know that his business is doing well, employs over a 100 people, and a large share of the profits he makes go to support an orphanage and school in Africa. From what told me about his operation there, his dollar goes further in real help than several USA foreign aid dollars would.

Private sector always does better than guv'mint because it usually has less overhead in excess staff and is more efficient. Also has more incentive than guv'mint which usually operates on coercion.

In his book "Intellectuals," Paul Johnson quotes Pablo Picasso scoffing at the idea that he would give to the needy. "I'm afraid you've got it wrong," Picasso explains, "we are socialists. We don't pretend to be Christians."
