It says to duke it out in the courts and settle it before the states certify their elections.

if it stays unsettled, and the state can not certify their vote to get electors, then that state abstains from the electoral college vote.

if neither candidate reaches 50% plus 1 electoral votes, then the Congress votes on who becomes president, with only one vote for each state.
