The down side of it is the great manipulators, and the loudest voices, can do real damage, to what is right. Relating the ability to Constitutional Amendment to pass two litmus tests before being able to impose itself on the Whole Society, 2/3 approval to bring a matter to discussion, 3/4 approval,to ratify, making it law. Far from the simple majority needed for the Government to pass Legislation within it's Constitutional Authority. The consent of that Super Majority, really needs to be worked for. Until it is attained, the matter would revert to the States Individually and Independently. That would be the Case except for the Power Granted to the Court over the other two branches of the Federal Government. Not Judicial Review, but the abuse of it and the abandonment of Reason to achieve an end. The End does not justify the means. The Courts role is not to connect dots that aren't there, or divine intent. The Amendment process, is the means to create new bridges, by design. The fact that it is used so little, and ignored, speaks volumes about how far we have strayed. Government by the consent of the Governed.
