Maricopa County sees 40% drop in inmates suspected of being in U.S. illegally
Mar. 7, 2011 - In the past three years, the number of county-jail inmates whom deputies suspect of being in the country illegally has dropped by nearly 40 percent, from 16,337 in 2008 to 9,894 in 2010.
The trend in Maricopa County is at odds with a national trend that has shown an increase in deportations of undocumented immigrants in the same time frame. However, experts nationwide offered several explanations for the decrease and its seeming contradictions:

- Fewer people in general are committing crimes that land them in Maricopa County jail. The average number of inmates in county custody fell by 13 percent during the same time period as the 40 percent drop in immigration holds.

- The number of immigrants living in Arizona without authorization has decreased, meaning police encounter fewer "criminal aliens" - undocumented immigrants who, after crossing the border, have committed serious crimes that would land them in county jail.

- Even as local police encounter fewer illegal immigrants, federal officials have stepped up immigration-law-enforcement efforts through a variety of programs that can lead to the deportation of illegal immigrants who have not committed serious crimes after crossing the border.

- Rising deportation figures include all immigrants removed from Arizona by federal agents, a population that includes immigrants from other states who are housed in one of the detention centers U.S. Immigration and Customs Enforcement operates or leases in Arizona.

663 Illegal Aliens From Countries With Ties to Terrorism Arrested Along Southwest Border in 2010, Senator Says
Friday, March 18, 2011 Washington (CNSNews.com) - Sen. John Cornyn (R-Texas), speaking at a conference on border issues Thursday, said 663 individuals arrested along the southwest border in 2010 were from countries designated as “special interest” or from countries known to have ties with terrorism.
“It’s not just that we’re seeing immigration across our southern border from countries like Mexico -- people seeking to work and provide for their families,” said Cornyn, a member of the Senate Judiciary subcommittee on homeland security and terrorism. “Indeed in the last year alone -- where 445,000 individuals were detained at the southwest border -- 59,000 came from countries other than Mexico. “These included 663 individuals from special-interest countries like Afghanistan, Libya, Pakistan, Somalia, and Yemen and four countries that have been designated by the U.S. Department of State as state-sponsors of terror – Cuba, Iran, Syria, and Sudan,” Cornyn said.

Special interest countries are those whose citizens are subject to enhanced screening by the Transportation Security Administration on U.S.-bound flights as a result of the attempted Christmas Day bombing of Northwest Flight 253. The U.S. Border Patrol, which falls under the Homeland Security Department, is charged with apprehending aliens attempting to illegally cross U.S. borders. As CNSNews.com previously reported, in fiscal year 2010, around 84 percent of the approximately 448,000 illegal aliens arrested by the U.S. Border Patrol were not prosecuted.

After delivering his remarks at the 15th annual U.S.-Mexico Congressional Border Issues Conference, Sen. Cornyn told reporters he asked the Director of National Intelligence whether the apprehension of the 663 individuals was national security vulnerability. “He said yes it was, so we need to do more,” Cornyn said. What the Obama administration is doing to secure the border more is “obviously not enough,” he added.

By not first questioning him, U.S. officials jeopardized the safety of the country, some lawmakers argued.

“When a suspected terrorist is captured, our first mission must be to secure any information that terrorist might have about additional attacks,” Lieberman said. “Our legislation would require the attorney general to consult with the Director of National Intelligence, the director of the National Counterterrorism Center, and the Secretaries of Homeland Security and Defense before initiating action that may adversely affect our efforts in the global fight against terrorism.”

Tuesday, March 29, 2011 – The deputy commissioner of U.S. Customs and Border Protection, David Aguilar, said that 1,100 miles – ‘give or take a couple of miles’ – of the U.S.-Mexico border is under operational control by his agency. For the remaining 800 to 900 miles, he said that 510 miles of the Marfa sector along the Texas border does not need the same degree of security as the sectors in urban areas.
Aguilar also said that the U.S.-Mexico border should not be sealed. “On the southern border, there’s about 1,100 miles, give or take a couple of miles, that we consider under operational control, as per the definitions we have,” Aguilar told CNSNews.com on Monday when asked how much of the almost 2,000-mile border between the United States and Mexico he considered completely secure. “That leaves about 800 or 900 miles the remainder,” Aguilar said. “Within the 800 to 900 miles are places like the Marfa sector – 510 [miles] – we do not need as high level of control as we would need in these urban areas.”

Aguilar, speaking at a National Journal event in Washington, D.C., said 1,100 secure miles are based on the “geographical line” used by Customs and Border Patrol (CBP) to measure the border between the United States and Mexico and that the remaining miles are not considered unsecured. “So, having said that, it is 1,100 miles of operational control as gauged for that specific geographic line,” Aguilar said. “But does that mean the remainder is out of control? The answer to that is a definitive, ‘No.’”

Earlier in remarks, Aguilar referred to a 2011 General Accounting Office (GAO) report on homeland security that showed only 15 percent of the U.S.-Mexico border is classified as “controlled.” “When the GAO talks about 15 percent under operational control, well, the operational control that we have right now is within the urban areas of operation,” Aguilar said, adding that urban areas need more scrutiny than remote locations.

As CNSNews.com reported earlier, Richard Stana, the Government Accountability Office’s director of homeland security and justice issues, told a U.S. House Subcommittee in February that the GAO had determined that the Border Patrol “controlled” only 129 miles of the 1,994-mile U.S.-Mexico border, meaning that in those 129 miles it can actually detect illegal aliens with a “high probability” of apprehending them at the border.
