It is an interesting problem, as clearly this isn't desired yet the bulk of the benefits are because of legal children of illegal immigrants.

So we solve by either ensuring only the US citizens meant to receive this largess receive it directly themselves (child food kitchens?) or repeal the 14th amendment's birthright citizenship clause. Option B seems a lot more realistic in terms of implementation.
