If one of the drivers foresees that he can prevent the cow from moving, then he must pull over to the side of the road in advance and wait for the cow to pass.

No, the chicken doesn't mean anything. The cow is a tradition of the Fathers, and special respect must be shown to it. Only cowboys, cows and horses have priority on the road

Maybe this is true in some third world country. But in the US, the priority on the road is pedestrian people and then vehicles. Cows and horses have no business on the roads unless they are willing to yield.
