Reagan inhereted a $72B deficit, and left Bush1 a $194B deficit.

Bush1 took that and left Clinton a $340B deficit.

Clinton inherited that, and left Bush2 a $87B surplus.

Bush2 took that surplus and left Obama a $638B deficit (in a year the Govt actually borrowed over $1 trillion).

Clinton was the only one who improved the budget he was give, and reversed the deficit policies he inhereted from a Republican, leaving his successor the rare gift of a surplus.

So if we want to be fair about it, just call it the "Republican debt". That's a fairly accurate description of what it is.

Clinton's low deficit was due mostly to legislation which the Supreme Court ruled unconstitutional. Little picky things the GOP Congress gave him, like line-item veto, Gramm-Rudman, Paygo....

Idiots who give way too much credit to a POTUS when things go right are only slightly out done by the idiocy of those who give way too much criticism when they don't -- and who conveniently forget it's CONGRESS who has the real purse-string power. The POTUS really has very little power and even less control.

No I'm not confusing anything. I'll clarify futher.

The CBO reports historical actual budget information in its website here:

Table 1 reports summary budget information, including two measures of the deficit (or surplus). "Total" includes SS surplus tax receipts, and "on-budget" does not (and is therefore the more accurate measure.

Follow the table down to the year "2000" and in the third column you can find that the "on-budget" surplus for 2000 was 86.4 billion. In 1999, there was a 1.9 billion surplus.

Your assertion that according to the CBO there was a defict is simply inaccurate. It is plain for anyone to see that in 1999 and 2000 the CBO in fact recorded a surplus.

According to the CBO, the deficit was $340.4 billion the year before Clinton took office, and when he left office there was a 86.4 billion surplus when he left.

And if you want to measure it the way the Bush administration does, use the "Total" column and the surpluses for '99 and '00 were $125 billion and $236 billion, respectively.

Anyone can compare the deficits under Reagan, Bush and Bush versus Clinton and figure out which administrations policies where responsible for the $11 trillion debt.

Bush doubled the national debt in eight years. Of the ten plus trillion in debt, Reagan, Bush 1 and Dubya are responsible for over eight trillion.

When a conservative talks about money, why is there not hysterical laughter?
