In New York, the statute of limitations for defamation, libel, or slander is one year from the act. One year from the act means that the victim has one year from the publication or broadcast of the defamation to file suit against the perpetrator.The book was published in 2019, they are well within the Statute of Limitations for the filing of a Civil Defamation case.

The dress was DNA tested, there were DNA samples other than Carroll's.
DNA Testing requires a sample to identification of another party.
The Respondent refused to provide a sample for years.
IIRC, there was an officer AFTER the discovery phase just before trial in an attempt to delay the proceedings. But since Trump decided to refuse to provide a sample it was rejected.

The rulings are fine.
He defamed her, she sued and a jury round Trump liable for the defamation. Happens all the time. However most normal people are smart enough to not repeat the defamation. But then again, Trump is abnormal.
Trump's networth is about $3,000,000,000 (Billion), he was found liable by a jury for defamation for $5,000,000 (Million). IIRC it was about $2M in injury damages and another $3M in punitive damages.
For running his mouth it cost him 0.17% of his vast wealth. That's like a person that make $100,000 a year getting his with a $170 fine.
