Owls primary food is rodents. So you might keep several families of mice arround the house. Skittles would probably appreciate that, also.

Go to the owl's tree during daylight hours and look for scat. (poop)
Pick it apart to see what's on the owl's diet. The skeletons of mice or rats or squirrels tell you what they're takin' a likin' to.
THAT's what you should bribe 'em with.
Forget bribery, use force.
Dress up like your neighbor and throw rocks at it. Stop throwing the rocks when it gets to your yard.
