The House has said that they want offsetting cuts. This Senete bill is for political purpose. It didn't get the traction last time, so they are going to try it again.

Republicans don't believe in education, they want to drown government. They think giving money to corporations will "save them". Well it won't. Corporations spend less in research because it's a risky way to spend money. They grow by acquisition.
