Outside of a few elite units, the Russians are poorly trained, relying on very rudimentary and outmoded techniques, led by a completely corrupt and incompetent officer corps, inflexible command structure, almost complete lack of supporting logistic units, mostly obsolete and poorly maintained equipment. Te Russians haven't launched a full scale invasion of the Ukraine because they can't.
