According to the link this guy voted in 9 different elections. He was fined because he was accused of not being eligible to vote.
The problem seems to be that fact that his probation was extended beyond the original date which he assumed had expired.
It was just a matter of not knowing his voting status before he voted.
This isn't like Democrats in Georgia who received Freedom Medals from Biden for scanning the same stack of mail-in ballots over and over till they could generate an extra 500,000 votes to give Biden the state.
