According to the article on Politico, the woman are bound by the terms of the settlement and cannot discuss the details.

But Cain isn't. And he should....there is no sense in electing someone as the Republican candidate that won't come clean. Trump should know better.

If Fox News or Donald Trump were going to give Herman Cain advice they would have called him up or had a meeting with him. They do not advise candidates on political strategy over the air waves. Idiot!

Much as you may not like it, there are always two sides to a story. Many, many a person and company have weighed the difference in a long protracted legal battle and simply giving someone money to go away. Very often a settlement is much cheaper in time and dollars and let's face it.......dollars is what the other person is after in the first place.
