The problem is that 100% of everyone agrees he should have been fired on the spot, including the union, but he couldn't be fired because the system is corrupted.
It is really, really hard to get everyone to agree on something, and when everyone does agree, and you still legally cannot do it, then something has gone HORRIBLY WRONG.
