Employes making law in the Federal Offices without Government authority

The latest government screw ups. It seems that paid employees of the Federal government getting mail with inquires from places like the School board of some Counties about a problem have been answering them with restrictions on what ever they have questioned the subject. Example: Can we post a picture of the President of the U.S in the hallway at the entrance? Reply: No this could cause a ill feeling of some students and make it more hostile. Just a rough example but this has been proved several times. I looks like we are being ruled by some office clerk picking up a pay check at the end of the pay period. Many Department are side stepping the Congress without any worry about being caught ... They like to call it Policy instead of Law.
