“I am seriously considering a pardon for Sheriff Arpaio,” Trump told Fox News on Sunday at his country club in Bedminster, New Jersey.

Arpaio was convicted on July 31 of misdemeanor contempt by a U.S. district judge in Phoenix for willfully disregarding an Arizona judge’s order to stop anti-immigrant traffic patrols. Arpaio continued the patrols for another 17 months...

Trumps pardon power is for crimes against the US, which as chief executive he gave an oath to faithfully enforce. His pardon and clemency power comes from his ability to cancel the punishment from violating the laws he enforces.

Contempt of court is not one of those laws.the executive branch enforces. Those are purely the power of the judiciary, and by separation of powers, are immune from interference. If Trump pardons Arpaio, and the judge continues to enforce the sanctions against him, it will be a case for the Supreme Court, who like in Marburry V Madison stand up for their role in government.
