Does anyone know about Obamacare?

Does anyone here know about Obamacare? I have spoken with someone that doesn't know how to use the computer but they need to apply for Obamacare. They are unemployed at present and were told they could not apply if they didn't make 11,500.00 a year. Is that true? How would they apply for insurance or medical assistance? This is a hardship case. Their home is in forclosure and they told me they told me they haven't had any success getting help. Any suggestions? Thank you in advance.
