BTW, the Civil War was not fought to defend slavery. Had the Confederacy prevailed, the benefit to the victors would have been that slavery would ot been outlawed.
The main reason for the formation of the Confederacy was that southerners believed the states made up the union. And that if the states or a state did not like the rules set by the central government, those states or a state could simply leave the union.
Also, The south viewed itself as poor because of the largely agrarian economy. While the north was viewed as wealthy with it's manufacturing based economy. Those in the south were very angry that Washington DC could from afar, tell the southern states how things were to be done.

In the sense that before the Civil War the U.S. Government bought and sold Slaves maybe. Lincoln himself never owned Slaves. Don't know if he freed the Slaves by the Government though.

Most of the Union Generals owned Slaves and were very racist.

General Sherman was very unapologitic about he views on race. For him the Civil War was about ending the South as a Nation State. Lincoln was more than willing to keep Slavery if doing so would have preserved the Union.

It said life, liberty and property cannot be restricted without due process of law, so I'd say by the Constitution slavery was actually illegal. Maybe you could argue since the States did not have to apply that until the 14th it could be legal within States, but the Federal government at least had no right to enforce it for runaway slaves
