Sitting on someones desk isn't passed legislation.

Every other minority party in the past has been able to get legislation passed. If your legislation stalls or is sitting on someones desk, you call and ask..."what do I have to do to get this moving?"

It probably just means removing objectionable language from a bill. EVERY other minority congress has managed to do this......Why can't today's Republicans?
