All of this ignores the basic fact that some people refuse to play by the rules, and need to be separated from society.

This goes for petty crime as much as serious crime.

There is also the scale of petty crime. One guy can break in to a steal from a dozen cars at a time, or our current petty crime de jure, package stealing.
