The banks are playing by the rules of the Treasury Dept. of the original $350B in the CARES act, about $10B went to banks.

Not to bail them out but in the forms of processing fees for loans on the PPP program.
The larger the loan, the larger the fee. So when it came down to processing a multi million dollar loan for Potbelly or a few hundred thousand for the local hardware store, the banks prioritized the larger loan.
