There is no stopping them. Elections aren't decided by voters anymore, they're determined by 33.3% shady back-room deals, 33.3% bullshit media propaganda, and 33.3% chance. I was a chief election inspector during my state's primary election, and the second shift didn't even tally the write-in votes when they added everything up. Every one of those working the second shift got called to the courthouse after the election for a good ass-chewing.

A better question is, why are voters so stupid?

Governments around the world are beginning to lose their legitimacy. As you say, if the populace can't survive then government has lost control of the populace and has no further purpose other than ending their rule of terror.
