CODE OF SILENCE
The reason why legal or illegal aliens will not cooperate with law enforcement in reporting crimes is because of the code of silence among them. See nothing, hear nothing and report nothing. They are afraid of retaliation by criminals that commit the crimes. Not because they are afraid of being deported. Same code of silence exist among Blacks and legal immigrants.
