A recent study at Virginia Tech showed that this combination was able to predict those who were guilty in a mock-trial. Other such cases have come to similar conclusions. A 2013 study in Albuquerque, New Mexico was conducted among 96 male prisoners who were scheduled to be released. They subsequently followed them for four years. Those with a low level of activity in the frontal lobe, where decision making occurs, were found more likely to be arrested a second time.

There's a British TV show called "Red Dwarf" and they dealt with this. There's a guy called Dave Lister, just doesn't give a damn, broke many laws, and then there's a hologram called Rimmer, a geek basically. They went to a place where they were judged, and Rimmer who never does anything wrong, loves the rules was found guilty and Lister who doesn't care wasn't. Mainly because Lister didn't feel any guilt whatsoever about the crimes he had committed, and Rimmer felt guilty about something he had done once.
