Today, DOE announced a solicitation for the purchase of an initial 30 million barrels to begin filling the SPR. Solicitations for additional purchases will follow.

It's a boom and bust cycle kind of an industry but $77 bucks isn't a bust. They can't find enough experienced people right now. Most companies made too deep of cuts in 2020 and are paying the price now. The going rate for engineering contractors is $200 per hour.
