High oil prices are driven by scarcity or the perception of scarcity (speculation). When our oil prices are set by OPEC, and we are not producing our own oil to the extent that we could because of government cut-backs on exploration, the normal natural market does not work the way it should.

In California, the Biden administration approved 187 permits — more than twice the 71 drilling permits Trump approved in that state in his first year.
