Solar panels require sunlight to generate electricity for your home, so they do not produce electricity during the dark hours. Thus, the simple answer to the question is no. The concept of solar power working at night centers around backup batteries.

There are 123,600,000 total households in the USA.
Who will pay the $67,963,741,588,588 (that's $67.9 TRILLION) to replace all power plants with wind while converting to All EVs.
A total of 14,316,200,439,575 kWh per year including the current 4,165,030,000,000 kWh generated by the 11,070 power plants.
$54,986.85 per year per American household to pay for what Biden wants!

Fossil fuels are a gift. Cleaning it up is prudent. To many elitists in all ways and governments have interefered with this costing the consumers massive trillions of dollars and reduce potential greowth for amny more people to live better.And every household will need huge electric storage batteries as backup when wind and solar is not sufficient and those are biohazards in and of themselves.
The world runs on fossil fuels and it is both foolhardy and irresponsible to think we can phase those out in our lifetime. We have made huge strides to make water, soil, and air healthier for billions of people. But short sighted green energy fanatics will create such hardship and poverty that pollution will be the very least of anybody's concerns. And according to many solid scientific opinions, it will likely have negligible effect on climate change.
It is the most prosperous societies who have the luxury to demand great environments and aesthetic beauty. The poor put all their resources and energy into just having something to eat and maybe shelter over their heads.
