He said the problem was there was no legal mechanism by which to "bill" another country for construction in your own, but in the end, he worked it out that Mexico invested a huge sum of money in upping their own border security helping catch and stop people on their side, so indirectly ending up contributing a lot.

Judging by the current crisis, apparently that was working a lot better than we thought.
