They don't need to spend the money there in NE it seems . Find fits for the system at WR. Plus would be talking about giving up picks to get him and using up a lot of cap space on him.
They seem to take more low risk low cost reclamation's or young fits (moss, Weller, amendola, etc) rather than going in on an elite costing player at the position.

Randy Moss was coming off of back-to-back to back down and declining years, including the most recent season when he was outside the top 70 in receptions receiving yardage and touchdowns. Moss had as many 0 catch games as 100 yard games (2 of each) in his last 25 starts before New England said if he cut his contract down to 1/7th of what it was they'd take him.
Moss had put up the same numbers as ochocinco the three years before trying to reclaim his career in new England. Moss really worked out and was able to get his on field performance back on track. Ocho not so much. But neither was arguably the best wr in the league or anywhere close when NE went after them.
