Mr Gray didn't have one violent crime on his arrest record, and for you to insinuate he did is pure bullshit. No cop should impose punishment on anyone, that's the job of a judge, not the job of dirty, corrupt cops. Police departments do have "standard operating procedures", Nosmo but that hardly means that THEY determine policy! When the Baltimore Police didn't resist looting during the first night of the riots it wasn't because that was their standard operating procedure...they didn't resist looting because they had a stand down order that was given to them by the Mayor of Baltimore. Politicians make policy and the laws. Police forces simply attempt to implement those policies and enforce those laws.

As for what created the problems in Baltimore? Listen...when one political party has overwhelmingly controlled a city for over six DECADES...it's hard to understand how you can blame what's wrong with that city on anyone else BUT that political party! What do those teacher's unions get in return? They get Democratic politicians who refuse to fund Charter schools or allow vouchers for private schools...making public schools the only game in town. Take a city like Baltimore. It spends the fourth highest amount per student in the country among cities with 40,000 or more students and yet its schools have gotten progressively worse over the past thirty years. That's a problem that liberal policies have created in a city that's been totally controlled by Democrats for sixty years.
