This is trickle up poverty. The landlord has to raise rents, the deli is maxed out and can't maintain a customer base if he raises prices to accommodate the new rent. The deli goes out of business. It would be the same result if it wasn't the rent being raised, it might be something else. It might be something like unionized workers having to be paid $15.00 an hour.
Yeah, we all know how strong the deli-workers union is.
Delis survive because they don't have a union. Unions will gladly do to fast food what they did to Hostess. Gladly, hell, they will do it joyfully.
