The basic tenant of Conservatism is promotion of reliance on oneself, not on Government or others. To actively support the idea that individuals or the Government (especially with tax money) should be propping other people up is totally contrary to taht ideal. Without that propping up most of those people would end up deceased in a relatively short time. So, if one follows the equation to its end.... YES the Conservative ideal is to allow/assist people who cannot or will not support themselves in removing themselves from society, permanently.
