It did. It was re-named Israel.

But the Arab Palestinian citizens and the neighboring Arab nations started a war against that State. A war they continue today and are still losing today.

If they want yet another State (or two) -- it can be done, but they have to give up the war first.

The Arab League intervened to try to stop the ethnic cleansing and killing of non-Jews by the Jews. The so-called "two-state solution" ship sailed long ago. The Palestinians have had a plethora of opportunities to have a state and they rejected it every time and, instead, have waged a never-ending war against Israel. All of the West Bank should be incorporated into greater Israel and the Palestinians living there can emigrate to Jordan or Gaza.
