Almost certainly .
Not so much in Academic IQ terms but in all the other key areas .
Particularly Logic, or the lack of it , memory and General Comprehension .
Possibly communication effectiveness because of the dumbing down effect of a slang and short hand culture .This probably links to attention deficit .

I live in Bloomington, IN - home of Indiana University. A very large campus.
When the kids are in town, driving anywhere near campus and downtown, it never ceases to amaze me that every kid, and by every kid, I mean at minimum 98%, have their heads down looking at their phone.
Whether they are alone, or with a group of "friends" - doesn't matter - all heads are bowed to the iPhone God.
I grew up here, so in Restaurants back in the 70s- 90s, you wouldn't ne able to hear yourself think with kids talking loud/laughing. Downtown and all along Kirkwood, 6th street, College Ave. on weekends you couldn't walk 3 steps without bumping shoulders with a student. Having fun, going to all the bars, laughing, acting crazy.... being young.
Today, and for the past 6-7 years especially... yes there are still students out, but no more than maybe 25% of what there used to be. And guess what? You know it, half of the kids that are out have the blue haze on their face from looking at their phones.

They are not humans, they are droids.
