I'm not sure what the technical term of it is, but I can describe the way it works and provide an example.
What the propagandist does is sprinkle his statements with small phrases that contradict his message.
THus, when called on his bullshit, the con man can, or his partisans can use those statements to deflect from an honest discussion on the merits of the message.
A good example would be, if I were to say to you "Asclepias, no offense meant, but, you are an asshole."
And then where you became offended, I would claim, "But I said, no offense meant".
