It has now been relieved no stand down order was EVER given.

Lawmakers: No 'stand down' order given in Benghazi attack - Washington Times
Seems like testimony given contradicts the political appointee's lies about no stand down order given.
The top deputy for slain U.S. Ambassador Chris Stevens, Greg Hicks, told congressional investigators that a Special Forces team was ready to fly from Tripoli to Benghazi during the attacks, using a C-130 transport plane, but they were told not to board the aircraft because they didn’t have the “authority” to proceed.
“And so they missed the flight,” Hicks testified. ”They were told not to board the flight, so they missed it.”
Hicks also testified that military aircraft could have been used to disperse the attackers: ”I believe if we had been able to scramble a fighter or aircraft or two over Benghazi as quickly as possible after the attack commenced, I believe there would not have been a mortar attack on the annex in the morning because I believe the Libyans would have split. They would have been scared to death that we would have gotten a laser on them and killed them.” He went on to observe that Libyans have very good reasons to fear U.S. and NATO air power, having just watched it dislodge the Quaddafi regime.
Hicks also discussed the importance of obtaining speedy permission from the Libyans to employ American military assets in Benghazi. He was convinced the Libyans would have provided it, going so far as to say “they were as surprised as we were that American – the military forces that did arrive only arrived on the evening of September 12.”

Representative Jason Chaffetz (R-UT), a member of the committee also said that “military personnel were ready willing and able, and within proximity, but the Pentagon told them they had no authority and to stand down.”
Congresswoman and former United States Ambassador to Luxembourg Ann Wagner (R-MO) appeared on The Dana Loesch show and placed the blame, of the stand down order to those that could have offered assistance to Americans under attack, on none other than Barack Obama. Loesch asked Wagner, “Because you have been an ambassador, you have been overseas with similar responsibilities and similar missions – who gives such an order to stand down? Where does that come from?” “The President of the United States,” the Missouri congresswoman affirmed.
We know from testimony this week that Defense Secretary Leon Panetta’s statement that “The U.S. military did not get involved during the attack on the U.S. mission in Benghazi, Libya, last month because officials did not have enough information about what was going on before the attack was over” was not true. They did know. They knew in real time. There was no way they would not have known, but Panetta testified that Obama was simply absent on the night of the Benghazi attacks. In fact, the White House received several emails indicating what was going on and yet Obama would not authorize any help.

The networks obtained email evidence from the White House - specifically, from the office of National Security Advisor James Jones - ordering a counterterrorism team to cancel a rescue mission at the U.S. consulate and CIA annex in Libya. According to Gingrich, "They were a group in real-time trying to mobilize Marines and C-130s and the fighter aircraft, and they were told explicitly by the White House ‘stand down and do nothing. This is not a terrorist action.'"
The former House speaker added, "I think that’s very dubious given that the president said he had instructions they are supposed to do everything they could to secure American personnel.”
On Monday, Rep. Howard “Buck” McKeon, chairman of the House Armed Services Committee sent a strongly-worded letter to President Barack Obama, telling the commander-in-chief that his explanation of the Benghazi events sounds “implausible.”
In the letter, McKeon wrote:

Your … directive would appear to involve potential actions by the U.S. military … There appears to be a discrepancy between your directive and the actions taken by the Department of Defense. As we are painfully aware, despite the fact that the military had resources in the area, the military did not deploy any assets to secure U.S. personnel in Benghazi during the hours the consulate and the annex were under attack … I find it implausible that the chairman of the Joint Chiefs of Staff, the commander of U.S. Africa Command and the commander of U.S. European Command would have ignored a direct order from the commander in chief
