Would a "Grace Commission II" agree with Trump's management priorities?

Trump keeps getting in trouble by making decisions as a business man that upsets the DC norms. The "career professionals" in the Pentagon, State, and other departments keep the wheels of government turning in the same way they always have. Trump was sent to DC to "drain the swamp" and fix the way the Federal government is supposed to work.

This thread is suggesting that Trump should initiate a "Grace Commission II" to study the Federal government and make suggestions how to run it more efficiently and effectively.

Many younger USMB members may not remember the first Grace Commission. It was officially the "Private Sector Survey on Cost Control" more commonly known as the "Grace Co0mmission" started by Reagan in 1982.

Long story short, the swamp did not follow the Grace Commission recommendations, and that error cost the US trillions:
"The Grace Commission Report[4] was presented to Congress in January 1984. The report was in depth and showed that if its recommendations were followed, $424 billion could be saved in three years, rising to $1.9 trillion per year by the year 2000. It estimated that the national debt, without these reforms, would rise to $13 trillion by the year 2000, while with the reforms they projected it would rise to only $2.5 trillion.[5] The report's recommendations that intruded into policy were ignored by Congress, but many other efficiency recommendations were considered and some were implemented.[6]

The US national debt reached $5.6 trillion in the year 2000[7][8] and reached 13 trillion in 2010 after the subprime mortgage-collateralized debt obligation crisis in 2008.

The report said that one-third of all income taxes are consumed by waste and inefficiency in the federal government, and another one-third escapes collection owing to the underground economy. "With two thirds of everyone's personal income taxes wasted or not collected, 100 percent of what is collected is absorbed solely by interest on the federal debt and by federal government contributions to transfer payments. In other words, all individual income tax revenues are gone before one nickel is spent on the services that taxpayers expect from their government."[5]"

The first one failed. What makes you think a second commission wouldn’t also fail? Plus today, the Deep State and the bureaucracy are more powerful and entrenched.

That's basically my point. If Trump can win a 2nd term and the GOP gets the House and Senate, then that's our last chance to fix the Federal government. But instead of Trump and the GOP getting accused of dictatorship, the 2nd Grace Commission would be able to defend the radical changes to government. If the 1st Grace Commission's recommendations were followed we'd probably have a surplus instead of a $23T Debt.
If no action is taken the $23T Debt will be a disaster in about 10-years. I want to fix the Budget Deficit and the Federal government. One of the first changes is the removal of Warren's "Consumer Protection Bureau". They need to be reigned in. The top tax rate needs to be raised, and a VAT or Federal sales tax of about 3% added to generate enough income to cover spending.
