No one rules in Hell, except maybe temporarily

But Satan likes to perpetrate that lie: that one can rule there rather than serving (OMG! Serving!!!!!!!!)

Satan is doing EXACTLY what God created him to do, which is to torment (test) us. Why would God create Satan to do such things and then torture him forever? He doesn't. Satan will indeed be thrown into the "Lake of Fire" where he will be purified and transformed. Satan will worship God alongside the rest of us in Heaven.
