This is a very interesting perspective from the inside. Illinois has joined in with many other states in bringing this lawsuit. A temporary stay until February 3rd has been issued.

One of the allegations or the main allegation is that only Congress has the authority over the purse and the ability to change funding & allocations made long before Trump took to office.

What I've been finding out is that many laws and programs that Trump has taken his hachet to, cannot be altered by executive order.
