I'll tell you exactly why Obama vetoed the bill.

Saudi Arabia is aiding the US in punishing Putin for invading the Ukraine by keeping oil prices low, even though low oil prices are hurting Saudi Arabia, too.

Pissing off Saudi Arabia would put their friendly diplomatic relations with us in jeopardy, and lead to higher gas prices at the pump. Which would be a very good thing for Putin.

Putin has been trying to drive a wedge between the US and our long time allies in that region of the world ever since we began sanctions against him for invading the Ukraine and driving down the price of oil.

Saudi Arabia is at dangerously low cash reserves, and they are considering unpopular internal policies because of it. All to help the US.

So it would be a huge strategic mistake of global proportions to upset the Saudis at this juncture.
