Those weapons are sold to American citizens. Under the lax AZ laws they can then sell the weapons for cash to anyone without a record of sale. Then those guns are smuggled into Mexico. The AZ ATF agents started surveillance on the purchasers all by themselves with no endorsement from the incoming Obama Administration. When they took their undercover recordings to the AZ DA's and they refused to press charges because they didn't show the straw buyers breaking any AZ laws.

Btw the cartels get most of their weapons by pilfering the Mexican military. Guess where Mexico buys most of their military weapons?
