That does mean spending tax dollars.However, realistically nothing substantial will be done about any of our major problems. Here's my analogy, true story.
Our 50-unit apartment building was overrun with cockroaches for years. The owner tried everything; sprays, sticky traps, boric acid, store bought baits. Nothing was effective. When he passed away his kids took over the building and immediately hired a professional pest control service. Within a year the bugs were gone and have never returned. Current efforts are like my late boss, doing everything under the sun except the one thing that will solve the problem.

Addicts and users don't care about the health risks. That's why legal risks must be enforced upon them.
The basis of addiction is a level of pleasure which is unattainable from any other substance or activity.

No addiction is not pleasure. Its self medication to escape from the pain of trauma. When did you get your degree in psychology. How many addicts have you treated? Youre blaming the victim
Some actually do care about the risks and ultimately seek help.
AA doesnt deal with trauma and in my opinion after monitoring many meetings it isnt very effective. Its better than nothing. Trauma therapy is the solution
It would have to really start before we could know.
